Bangladesh Voter Registration Project Now Using MegaMatcher Biometric Technology to Detect and Prevent Duplicate Registrations

Multi-biometric Face and Fingerprint Identification from Neurotechnology Helps Ensure Accuracy for Upcoming Elections

Vilnius, Lithuania – December 2, 2008 – Neurotechnology, a provider of biometric identification technologies, today announced that the Bangladesh Army selected MegaMatcher SDK multi-biometric technology to identify duplicate registrations in the nation's voter database. The Bangladesh Voter Registration Project registered more than 80 million citizens using biometric face and fingerprint technology. After evaluating a number of biometric technologies for their duplicate search system, the Bangladesh Army determined that MegaMatcher from Neurotechnology was able to identify more duplicate registrations with a higher degree of accuracy than any other system tested. System integrator Dohatec New Media was hired to help design and implement the MegaMatcher-based system. To date, more than 48 million voter registration records have been matched.

"Matching performed using MegaMatcher SDK could find more valid duplicate entries than any other SDK used for the same purpose," said Lt. Col. Md Mostafizur Rahman, Staff Officer Grade - 1 (Information Technology Directorate) for the Bangladesh Army. "It has enhanced the technological capabilities of our system and the cost-per-unit for the SDK is cost-effective."

"Bangladesh is a country with a large population, so the task of searching for duplicates is complicated and requires a large number of matching operations and significant reliability," said Dr. Algimantas Malickas, CEO of Neurotechnology. "I'm glad that the Bangladesh Army and system integrator Dohatec, in their implemented system, successfully explored MegaMatcher functionality for the solution to this problem."

The Dohatec Biometrics Fusion Server© system uses MegaMatcher Client to generate templates from face and fingerprint images that were captured with a BIO-Key® system, then MegaMatcher Server and MegaMatcher Cluster Server are used to search the database and identify duplicate records. Bangladesh runs MegaMatcher on Microsoft Windows XP and Microsoft Windows Server with Microsoft SQL Server as the back end database.

MegaMatcher provides the high speed and reliability required for the development of national-scale automated fingerprint identification systems (AFIS) and multi-biometric face/fingerprint identification systems. Suitable for both civil and forensic use, MegaMatcher includes both fingerprint and face identification engines with a fusion algorithm that allows the two technologies to work together to provide very fast 1:N (1 to many) matching with even higher reliability than AFIS or facial recognition alone.

The MegaMatcher fingerprint recognition algorithm has received full NIST MINEX certification for use in the US Government Personal Identity Verification program fingerprint recognition applications. MegaMatcher supports BioAPI 2.0 and most other biometric industry standards and can be used in conjunction with other Neurotechnology products, including VeriFinger, VeriLook and the FaceCell and FingerCell embedded development kits. All components of MegaMatcher can be used on both Microsoft Windows and Linux operating systems.

MegaMatcher 2.1 SDK is available with highly competitive licensing options through Neurotechnology or from distributors worldwide. A 30-day trial version with full functionality is also available for download. For more information, go to: www.neurotechnology.com

About Neurotechnology

Neurotechnology is a provider of high-precision biometric fingerprint, face and iris identification algorithms, object recognition technology and software development products. More than 1900 system integrators, security companies and hardware providers integrate Neurotechnology's algorithms and software development technologies into their own products, with millions of customer installations worldwide.

Neurotechnology's identification algorithms have consistently earned the highest honors in some of the industry's most rigorous competitions, including the National Institute of Standards & Technology (NIST)'s Fingerprint Vendor Technology Evaluation (FpVTE) and the International Fingerprint Verification Competitions (FVC).

Drawing from years of academic research in the fields of neuroinformatics, image processing and pattern recognition, Neurotechnology was founded in 1990 in Vilnius, Lithuania under the name Neurotechnologija and released its first fingerprint identification system in 1991. Since that time the company has released more than 40 products and version upgrades for identification and verification of objects and personal identity. On April 14, 2008 the company announced an official name change to Neurotechnology. For more information, visit: www.neurotechnology.com
